Never heard of the holiday, however, Simón Bolívar was the one who brought the independence of Venezuela, Colombia and Ecuador. So what you say, I think, one can conclude that celebrate the days of Simón Bolívar a public holiday, the Independence of Venezuela, Colombia and Ecuador.
